This is a list of the items that you can get for your resto druid without setting foot on any raid instances. (Hold your mouse over an item name to get the details).

So which is better? a) One handed weapon with offhand? b) stave?

The staves will have more stat and spirit where as the one handed weapon with offhand will have more total spell power. So, its just a matter of preference I guess.
