First you will need enough emblems or honor to buy one superior/epic item. Buy an item for a slot you haven't filled yet, equip it. Then return the item to the vendor for a full refund :) Rinse and Repeat for all slots :) As said in OP, the slots don't need to be filled simultaneously, achievement objectives are tracked independently, so you simply buy them with refundable currency (Emblems or Honor). :) I thought of a better way to get superior and epic.
